		<description>Back in late 1970s, the Carter Administration enacted legislation that would have required mandatory federal energy audits for all buildings and development of federal energy efficiency standards for existing buildings (then known as weatherization). Unfortunately, these programs were abolished in Reagan Administration. Glad to see we are reconsidering this approach. 

I would propose an national phased-in approach similar to the UST program where buildings of certain vintage have to adopt efficiency upgrades beginning with oldest buildings.
